Say the specific thing you noticed today
Not that you appreciate them. The actual thing, from today, that you would not have noticed about anybody else.

Why it lands
People who live together stop describing each other out loud. The appreciation is usually still there; it just goes unsaid because it feels obvious, and what is obvious to you is invisible to them. Generic praise does almost nothing — "you're great" is a thing anybody could say to anybody. A specific observation proves you were paying attention, which is the part that actually lands. It is also the cheapest kind thing in this library and the one most likely to be skipped.
How
Pick something from today, not a general trait. “You dealt with that phone call much better than I would have.” “You always notice when I've gone quiet.” Say it as a statement and then stop — do not attach a request to it, and do not wait for one back.
