Notice the deadline someone is drowning in
People rarely ask for help at work because asking reads as not coping. Offering removes the admission.

Why it lands
The cost of asking for help is paid in reputation, or is believed to be, which means the people in most trouble ask least. An unprompted, specific offer flips it: you have identified the problem, so they no longer have to confess it. The specificity is essential — “let me know if you need anything” still requires them to come to you and describe their own failure.
How
Offer the concrete task, not the sentiment: “I've got Thursday afternoon free — want me to take the data section?” Then do it to their standard rather than yours, and hand it back early enough that they can change it.
