Why it lands
Accessible toilets are frequently used as overflow, luggage storage or baby changing by people with other options, and the person waiting outside often has none. Many disabilities that require it are invisible — stoma bags, Crohn's, continence conditions — which is also why challenging someone for using one is a bad idea in the other direction. Simply not using it unless you need it solves your half.
How
Use the ordinary toilets and queue like everyone else. Do not use it as a changing room or to store bags. And do not police who comes out of one — you cannot tell from looking.
