Why it lands

Cleaning public facilities is unpleasant work made significantly worse by a small proportion of users, and the cleaner has no way to influence any of it. Unlike most acts of consideration this one is entirely anonymous in both directions — they will never know who did it, you will never see the effect — which is a reasonable test of whether the impulse is about them or about being seen.

How

Paper in the bin, wipe the basin edge with the towel you were throwing away anyway, and pick up what is on the floor if it is safe to. Do not handle anything sharp or biological; that is what the professionals are equipped for.
