Why it lands
Parking fines are regressive in effect — the same amount is trivial to one household and a genuine crisis in another — and they are usually incurred through a few minutes of misjudgement rather than recklessness. Warning someone is a rare case where a stranger can prevent a specific, quantifiable loss, and the only obstacle is the effort of crossing the road.

If you can see the driver, tell them. If not and the warden is still writing, it is too late — do not argue with the warden on their behalf, which achieves nothing. Leaving a note is worth it if the meter is about to expire rather than already has.
