Why it lands

A great deal of entitlement goes unclaimed, and it goes unclaimed in exactly the households that need it: pension credit, council tax reduction, carer's allowance, childcare support. People do not claim because they assume they earn too much, believe it is for someone worse off, or have no idea it exists. Telling one person about one scheme is worth more than most charitable giving of comparable effort.

How

Point at a specific thing rather than saying they should check: “You're caring for your mum fifteen hours a week — look up Carer's Allowance.” Better still, sit with them and use a benefits calculator, which takes twenty minutes and gives an actual number.
